SITUATION ANALYSIS

The LEADER (Leading Education and Development in Emerging Regions), a student initiated and student run program, is started in 1990 with two students.

LEADER had a rapid growth in the initial years and the number of volunteers increased to 61 in 1993 but the number of volunteers decreased to 44 in 1994 as the Canadian Government withdrew the sponsorship to LEADER .After that the number of volunteers became stagnant for the next 8 years. The reason behind this is the lack of funding for the program as the members has to pay for the expenses incurred during the travel. So it hasn’t expanded its network to new locations in the world.

The objective of LEADER was to teach basic skills of management to participants from emerging or transient economies. So they have the pedagogy of case study method as it improves his or her decision making skills and ability to speak in a group. In 2001 Kate Archer, Executive Director of LEADER found out that it is not delivering the required value of management skills to the participants in Russia. The problem is that most of the countries in Soviet Union have changed to free market economy from transition market economy and the number of entrepreneurs also increased. So Archer has to search for countries with emerging economies and has to expand the LEADER to those countries. She also has to give explanation so as to convince the other members of LEADER as they are not willing to expand the LEADER to other countries. There are a lot of constraints regarding the selection of the countries. The country should encourage management and must have necessary facilities to organize the program.

Kathy Engle, Junior Executive Director of LEADER came up with the proposal of expanding the program to Cuba after analyzing the various possibilities. Cuba has the tradition of providing compulsory education to everyone till secondary grade. It also has the thirst for business management as a lot of companies are coming up in the future in Cuba.
