The Office of Inspector General (OIG) is an organization within the Department of Defense (DoD) with the mission to provide independent, relevant, and timely oversight that supports the warfighter and the American taxpayer by promoting accountability, integrity, and efficiency. In addition, the organization provides information to the Secretary of Defense, Congress, and the public. I am an employee in the Learning Office so that is my reason for selecting this organization for my project.

Using an online service, Survey Monkey, I developed an online questionnaire. An email notification of the online questionnaire was distributed to all DoD OIG employees, which consisted of 9 questions, using various formats including Likert-scales, multiple-choice, and open-text questions. The questionnaire was designed and developed using component career path models and federal best practices (e.g.; Audit Career Path Tools; Intelligence Curricula Certificate Program Guide; Office of Personnel Management’s Competency Model for Law Enforcement, Compliance, Security, and Intelligence; and DoD Architect’s Competency Framework).

Summary of Response Data

• A total of 515 respondents participated in the questionnaire, representing a 32.8% percent participation rate of the population who was asked to participate in the questionnaire.

• Grades GS-6 through Senior Executive Service (SES) responded to the questionnaire.

• Thirty-five unique occupational series from 12 components participated.

• Participants ranked the top 12 competencies; integrity, written communication, attention to detail, accountability, collaboration/teamwork, problem solving, interpersonal skills, oral communication, flexibility, decisiveness, taking initiative, and empowerment.

• Interpersonal skills, written communication skills and building trust in the workplace were among the top rated responses rated as “critical” when asked which training would have the most benefit towards the employees improving performance.

• When asked which career development opportunities that they have the most interest, 78% of the participants responded they were “Very Interested” or “Interested” in external seminars or conferences for developmental purposes, while only 32% of respondents were “Very Interested” or “Interested” in career counseling or coaching.

Needs Assessment

Questionnaire Announcement and Participation

All DoD OIG employees were asked to participate in the competency and training needs analysis questionnaire. An email announcement was sent to all DoD OIG employees including leadership explaining the purpose of the questionnaire and requesting participation. A direct link to the questionnaire was included in the email. A dedicated webpage was created to provide additional information about the purpose of the questionnaire which also included a direct link to the questionnaire. A static radio button was placed on the home page of the DoD OIG intranet page in which employees could link directly to the questionnaire.
