The Launch of HealhCare.gov Was the launch of healthcare.gov a success or a bust? Webster (2013) states that the original contract to build the website was awarded to CGI for 93.7 million dollars (Webster, 2013). According to Performance, “Healthcare.gov took three years and cost an estimated $687 million dollars to develop” (“Performance”, n.d.). A difference of 594 million dollars. All State-based exchange systems will be linked to the Federal exchange system. The Federal exchange system will be linked to roughly 1000 insurance companies. The PMI has been recognized by the American National Standards Institute (ANSI) and the International Organization of Standardization (ISO). Projects should be managed using a standardized project management methodology. Methodologies describe the different ways in which a project can progress through project phases. Traditional project management consists of ten core knowledge areas and five process groups. Project integration management, project scope management, project time management, project cost management, project quality management, project human resources management, project communications management, project risk management, project procurement management, and project stakeholder management. As the project moves through each phase of a project, the knowledge areas are applied to that phase. A cross-mapping (table) can be used as a reference. This traditional methodology uses steps as its framework and the interaction of the ten core knowledge areas and five process groups as its methodology. project management methodologies are the Critical Path Method (CPM), Critical Chain Project Management (CCPM), Event Chain Methodology (ECM), Agile, Six Sigma, Scrum, Extreme Program (XP), Crystal, Feature Driven Development (FDD), Dynamic Systems Development (DSDM), Adaptive Software Development, Rational Unified Process (RUP), and Prince 2 (“Project, n.d.). A professionally managed project will deploy a project management methodology best practice to manage project risks. Project risk management is the standard for managing risk. Project risk management deploys processes that allow for risks to be identified, analyzed, prioritized, and planned for. Contingency plans and mitigation plans can be created for risk that are planned for that result in risks being eliminated and / or mitigated to an acceptable level. Without this formal process, risk impacts will occur, and when they occur, crisis management is the result. Crisis management is reactionary management. As in the case of Healthcare.gov, risks were not managed following industry best practices. Risk impacts happened, and when they happened, crisis management was the result. According to Schwalbe, “unidentified risks, or risks that have not been identified and analyzed, cannot be managed” (Schwalbe, 2014).
