Nowadays, technology is growing rapidly and it creates great and modern devices. The growing technology has spread its ability to various fields. Technology refers to the making, modification, usage, and knowledge of tools, machines, techniques, crafts, systems, and methods of organization, in order to solve a problem, improve a pre-existing solution to a problem, achieve a goal, handle an applied input and output relation or perform a specific function. It can also refer to the collection of such tools, including machinery, modifications, arrangements and procedures. In view of that, Malaysia has a strong basis to consider formulating its own technological development strategy based on those in the NIEs with appropriate adaptations to accommodate the economy’s uniqueness.

The main drivers of Malaysia’s scientific and technological efforts are the public sector research system comprising research institutions, private industry sector and tertiary education. In this report, it will focus on the technology in education and I believe that technology does increase Malaysia’s standard of tertiary education. Michael Chaney (2013) mentioned that, there are two major approaches to technology in education which are learning from technology and learning with technology. Learning from technology is often referred to in terms such as instructional television, computer-based instruction, or integrated learning systems. Learning with technology is referred to in terms such as cognitive tools and constructivist learning environments.

Regardless of the approach, technology has been introduced into education because it is believed that they can have positive effects on teaching and learning. Technology is defined as “any object or process of human origin that can be used to convey media.” In this sense, technology includes phenomena as diverse as books, films, television, and the Internet. With respect to education, technologies are the tools that allow them to share their knowledge representations with others. (Thomas C. Reeves, 2008)

Based on Thomas C. Reeves (2008), technology can increase the access to education and reducing the costs of education. The foundation for the use of media and technology as “tutors” in schools is "educational communications," In educational communications, information or knowledge is encoded visually or verbally in the media that are enabled by various technologies.

The rapid growth in the Information Communication Technology (ICT) provides the tools needed by the knowledge economy and information society. These ICT tools allow us to create, collect, store, and use any knowledge and information. This explosive growth of ICT has made it a popular platform for providing a wide range of electronic services in education. The wide use of the Internet also has led to a new, dynamic dimension in interactive and collaborative learning anytime and anyplace. Due to the internet technology, e-learning has become an increasingly popular learning approach in tertiary education sector as new teaching and learning method. E-learning is the use of information and communication technology (ICT) to enhance and facilitate teaching and learning in order to improve student’s achievement. (Rajan Welukar, 2008)
