Tactical Operations

Tactical Operations unit is an elite team that are trained to perform high-risk operations that fall outside of the abilities of regular officers, including serving high-risk arrest warrants, explosive devices, hostage rescue, counter-terrorism, and engaging heavily-armed criminals. They are often equipped with specialized weapons including assault rifles, submachine guns, shotguns, stun grenades, and high-powered rifles for snipers. They also have specialized equipment including heavy body armor, entry tools, and armored vehicles. Throughout this paper we are going to give a general overview of these tactical teams.

The Structure of a SWAT team (HPD) consists of 10 or fewer full-time SWAT officers, and 2 or more part-time or volunteer patrol officers. An officer must be on the SWAT part-time before they can join completely. This is part of acceptance process. SWAT also takes on a variety of roles. SWAT has access to high tech devices and weaponry that allows them to resolve situations that normal patrol officers would be ill-equipped to handle. They serve high-risk warrants such as arrests of possibly armed suspects. SWAT teams assist in violent situations including riots and robberies as well as support for hostage situations. The SWAT team also assists officers in active shooter situations. This is when there is a hostage situation or robbery where the suspect is actively shooting and engaging civilians and/or police personnel. SWAT aid patrol officers with instruction as well. SWAT officers educate patrol officers in Active Shooter scenarios. This became important after events such as the Columbine High School shooting in Colorado. At Columbine SWAT teams could not make it to the scene before the majority of the damage was done, but several patrol officers were already there. The idea behind this being that the patrol officers should have the adequate training to be able to move inside and take control of the situation without waiting for SWAT to arrive. Ideally SWAT officers are peace officers. This may seem hard to believe but they want every situation to end peacefully and without harm to civilians, themselves, and even the suspects. SWAT teams are generally as small aspect of a police department and their main objective is to simply assist patrol officers. The patrol officer is the backbone of any police departments and SWAT only aids them in situations they do not feel safe resolving themselves.
Bomb Squad is another highly trained tactical operation unit. The Bomb Squad’s fundamental purpose is to enhance public safety and well being at the scene of any incident involving explosives, and the safety of all personnel who may be first responders to an explosive-related incident. The Bomb Squad is in charge for the handling and transportation of all explosive items located within the city.
Hostage Negotiators are to achieve a peaceful outcome all while ensuring the safety of the hostages and other bystanders. In a hostage situation, negotiation is the most important aspect of any hostage crisis. The negotiator has to find out what the hostage-taker wants. A primary objective of a negotiator is to prolong the situation. The longer a hostage situation continues, the more likely it will end peacefully. Negotiators are to ensure the safety of the hostages. Getting some of the hostages out of the situation not only makes sure of their safety, but it also makes the situation easier in the event that an armed assault becomes necessary.
