2. The Process...delegated to an individual or the command staff
3. The Implementation...they could not care less
NewWay (in order of priorities)
1. Implementation...
2. Process...
3. Document...
The old way was about efficiency. Satisfying a govt body who wanted a document.
The new way ...view middle of the document...

2. Begin with the end (successful implementation)
3. Put first things first (prioritize and organize around your priorities)
4. Think win/win (there is mutual benefit...it builds relationships)
5. Seek first to understand then to be understood (listen and communicate)
6. Synergize (whole is greater than the sum of its parts)

7 Chronic Problems in Organizations
1. No Shared Vision- the lack of a vision means lack of a direction.
2. No Strategic Plan- to get from present to future you need a strategic plan with
benchmarks to determine progress
3. Poor Alignment- (the goals and objectives must be consistent up and down the chain
of command and through the organization)
4. Wrong Style- (you need situational leadership)
5. Poor Skills- managers lack the skills they need for the appropriate style. They must
develop their skills and even change their style. (you need to be a good listener,
delegator, create win/win agreements)

Compare and Contrast the Organization of the 20th and 21st century
20th Century 21st Century
-Inward Focus -External Oriented
-Centralized -Empowering
-Slow to make Decisions -Quick Decisions
-Political -Open and Candid
-Risk Averse -Risk Tolerant

The above structural pyramids represent the 20th century way of hierarchy and the 21st
century way. The 20th century was a traditional pyramid where the direction came from
the top and it was a "do as your told" attitude. The inverted pyramid displays the belief
that people are important and need to play a key role in the vision and direction of an
organization.
The hierarchy of the 21st century agency needs to be flatter than that of the 20th century.
It makes the agency more maneuverable and reactive. It also improves the
communication from top to bottom.
