ABSTRACT
The company requesting for the proposal is known as Blue Cross/ Blue Shield Insurance. The company needs to bring in outside trainers to train some of its new employees on how to proficiently use the Microsoft Office Application Packages that include Microsoft PowerPoint, Microsoft Word, Microsoft Excel and Microsoft Access. This training will also require basic training on proficient use of computers and their software.
This Request for Proposal will ensure the most effective and efficient method to get the training services needed and offer transparency and accountability in the bidding process.

INTRODUCTION/ GENERAL OVERVIEW of THE RFP

This Request for Proposal is aimed at inviting suppliers to submit proposals for the training of staff on the use of Microsoft Office programs through a competitive bidding process. Bidding has proved to be the best way to get the best vendors for this form of training since it will leverage the company’s purchasing power and negotiating ability with suppliers (Porter-Roth, 2001).
The company requesting for the proposal is known as Blue Cross/Blue Shield Insurance. The company needs to bring in outside trainers to train some of its new employees on how to proficiently use the Microsoft Office Application Packages that include Microsoft PowerPoint, Microsoft Word, Microsoft Excel and Microsoft Access. This training will also require basic training on proficient use of computers and their software.
ORGANIZATIONAL OVERVIEW
The Blue Cross and Blue Shield Association (BCBSA) is a federation of 39 separate health insurance organizations and companies in the United States. Combined, they directly or indirectly provide health insurance to over 100 million American The history of Blue Cross dates back to 1929, while the history of Blue Shield dates to 1939. The Blue Cross Association dates back to 1960, while its Blue Shield counterpart was actually created in 1948. The two organizations merged in 1982, forming the current association. The company has its headquarters in the Michigan Plaza complex in the Chicago Loop area of Chicago, Illinois.

COURSE DESCRIPTION
The course will involve basic training of staff on the use of Microsoft Office programs. Before this the employees will undergo a basic training on the basic use of computers entailing computer hardware, computer software as well as basic computer operations such as software installation and hardware maintenance.
