Monroedoktrinen är en riktlinje för amerikansk utrikespolitik som är formulerad i president James Monroes budskap till kongressen 1823. En befrielsekamp som de spanska kolonierna i Latinamerika inledde cirka 1820 väckte sympati i USA. Det fanns fruktan för att de europeiska makterna i den Heliga alliansen skulle ingripa. Monroe fastslog i sitt budskap för att varje inblandning av en europeisk makt i Nya världens inre inflytande skulle betraktas som en osympatisk handling mot USA. Förpliktelsen ledde till att USA inte skulle ingripa i konflikter mellan europeiska makter. ...view middle of the document...

Det tillskottet åberopades smidigt som stöd för USA:s inblandning i Latinaamerika under kalla kriget.   

George W. Bush´ ”pre-emptive warfare” (“bushdoktrinen”)
Usa har i och med Irakkriget övergivit sin tidigare inringningsdoktrin som säkerhetspolitisk grundval till nytta för en preventionsdoktrin. Den äldre doktrinen hade i syfte på att avvakta samt skrämma bort medan den nyare handlar om att provocera och anfalla i vad som ska gälla att vara i förebyggande syfte. Bush hade tagit avstånd från Bill Clintons aktivistiska utrikespolitiska linje, men framför allt hade han talat ut sig emot vad Bush kallade för försöken till nationsbyggande i andra länder. Under presidentkampanjen så framförde Bush det som var nödvändiga i att USA i en ny tidsålder måste visa ödmjukhet för omvärlden. När man kollar lite mer specifikt gällande Irak så visade Bush under presidentkampanjen en större orohet över kärnvapenspridningen allmänt än över vad Saddad Hussien skulle kunna utföra. Enligt Åsard så satsade Bush huvudparten av sin kraft på inrkefrågorna samt ägnade utrikespolitiken bara för ett förstrött intresse.

Det var ingen slump att Bush talade om Axis of Evil, han hade en mer påtvingad politik i jämförelse med Barack Obama. En av de stora skillnaderna mellan USA:s utrikespolitik under tiden när George Bush var aktuell och när Barak Obama är tonläget samt ordvalet. Om Bush talade om “skurkstater samt “islamisk radikalism” så föredrog Obama istället ord som “avskilda stater samt “våldsam extremism”. Det var termer som “kriget mot terrorismen” samt “ondskans axelmakter” som inte dominera under de åtta åren som Bush och hans neokoservativa medhjälpare satt vid makten i Washington. Om man skall fastslå hur mycket och på vilket sätt som USA:s utrikes-och säkerhetspolitik egentligen har förändrats så kan det bli svårt pågrund utav sitt innehåll under Obamas tid i Vita huset. Man kan påstå likaväl att Bushs egen politik ändrades nödvändigt under hans två mandatperidoer. När han tillrädde under början av 2001 var han närmast isolationism, men övergick efter 9/11 till att bli imperiebyggare samt demokratispridare.  Experiment med för stor demokrati fick konsekvenser så det blev sedan att demokratiaspekten försvann sakta, konsekvenserna var att islamistiska Hamas vann det första fria palestinska valet. Utgångspunkterna att USA skulle bedriva “nationsbyggande”, eller bara se till att säkra sina säkrehetsintressen var något som Bush också pendlade mellan. Obamas politik var under förändring och då fanns de flera kritiker men framför allt från rebublikanskt håll så tog den nya presidentens mjukare sätt att uttala sig som tecken på svaghet samt naivitet. Om man tar upp terroristbekämpningen som är ett bra exempel där det är verkligheten har omöjligt gjort en radikal brytning med Bush. Obama är en politiker som inte vill vara inblandad i den internationella politiken, han skulle mest vilja att alla var vänner. Hans internationella filosofi är amerikanskt tillbaka...
