ज्यादातर राष्ट्रीय सरकारों (Most national governments)ने क्योटो प्रोटोकॉल (Kyoto Protocol)पर हस्ताक्षर कर दिए हैं और उसकी तस्दीक़ भी कर दी है. क्योटो प्रोटोकॉल का उद्देश्य ग्रीनहाउस गैसों ओ कम करना है ,पर सारे संसार में राजनितिक (political)और लोक बहस (public debate)छिडी हुई है की कोई कदम उठाना चाहिए के नही ताकि भविष्य में वार्मिंग को कम किया जा सके या उलटाया (reduce or reverse)जा सके या उसके असर को ढाला (adapt)जा सके

कारण

आईपीसीसी की चतुर्थ मूल्यांकन रिर्पोट द्वारा (radiative forcing)अनुमानित वर्तमान विकिरणशील बाध्यता के घटक(IPCC Fourth Assessment Report).
पृथ्वी की जलवायु बाहरी दबाव के (orbital forcing),[११][१२],[१३] चलते परिवर्तित होती रहती है जिसमें सूर्य के चारों ओर इसके अपनी कक्षा में होने वाले परिवर्तनभी शामिल हैं। कक्षा पर पड्ने वाले दबाव सौर चमक (solar luminosity), ज्वालामुखी उदगार,[१४] तथा वायुमंडलीसय ग्रीनहाउस गैसों के अभिकेंद्रण (greenhouse gas)को भी परिवर्तित करता है। वैज्ञानिक आम सहमति (scientific consensus) होने के बाद भी हाल ही में हुई गर्मी में वृद्धि के विस्तृत कारण (causes of the recent warming) शोध का विषय होते हैं[१५][१६] यह है कि मानवीय गतिविधियों के कारण वातावरण की ग्रीनहाउस गैसों में वृद्धि से होने वाली अधिकांश गर्मी को औद्योगिक युग की शुरुआत के बाद से देखा गया.हाल ही के 50 वर्षो को यह श्रेय स्पष्‍ट तौर पर जाता है जिसके लिए आंकडा उपलब्ध हैं। आम सहमति के विचार से अलग कुछ अन्य संकल्पनाओं(hypotheses) का सुझाव अधिकांश तापमान वृद्धि की व्याख्‍या करने के लिए दिया जाता है।ऐसी ही एक परिकल्पना का प्रस्ताव है कि गर्मी अलग अलग रूपों में सौर गातिविधि का परिणाम हो सकती है.[१७][१८][१९]
बाध्‍यता का कोई भी प्रभाव तात्कालिक नहीं है।धरती के महासागरों का ताप जड़त्व (thermal inertia) और कई अप्रत्यक्ष प्रभावों की धीमी प्रतिक्रिया का मतलब है धरती का वर्तमान तापमान उसपर डाले गए दबाव के साथ संतुलन में नही है जलवायु वचनबद्धता (Climate commitment) के अध्‍ययनों से प्रदर्शित्‍ होता है कि यदि ग्रीनहाउस गैसों को 2000 स्‍तर पर स्थिर कर दिया जाए तो इससे आगे भी कुछ सीमा तक। गर्मी दिखाई देगी[२०]
वायुमंडल में ग्रीनहाउस गैसें
ग्रीनहाउस प्रभाव की खोज 1824 में जोसेफ फोरियर द्वारा की गई थी तथा 1896 में पहली बार स्वेन्‍टी आरहेनेस (Svante Arrhenius) द्वारा इसकी मात्रात्मक जांच की गई थी। यह प्रक्रिया द्वारा जो अवशोषण (absorption) और उत्सर्जन के अवरक्त विकिरण द्वारा वातावरण में गर्म गैसें वातावरण में एक और ग्रह की सतह कम है .
