PENGEMBANGAN SUMBER DAYA MANUSIA

1. PENDAHULUAN
Pengaruh perkembangann sains dan teknologi dalam berbagai kehidupan semakin meningkat, terutama karena desakan tuntutan masyarakat baik di level lokal,nasonal maupun global. Untuk menyesuaikan dan mengantisipasi pengaruh tersebut diperlukan sumber daya manusia yang berkualitas.
Berkaitan dengan hal tersebut, pembangunan nasional Indonesia saat inipun memerlukan dukungan sumber daya manusia yang berkualitas untuk mencapai tujuan yang diharapkan. Personil yang telah ada sebagian besar masih belum mampu menyelesaikan pekerjaan pada jenjangnya masing-masing. Oleh sebab itu sasaran umum Pembangunan Jangka ...view middle of the document...

Kekuatan potensial yang dapat menimbulkan perubahan adalah yang saling berkaitan. Namun kegagalan bisa terjadi manakala saling tumbang tindih yang satu dengan yang lain, maka mungkin saja program pendidikan dan pelatihasn merupakan salah satu bentuk secara sengaja, tidak mampu menimbulkan perubahan yang substansial dalam rangka suatu rekayasa.
Penelaahan seperti ini adalah tidak memadai apabila analisisnya terbatas pada efisiensi dan efektivitas internal sebagai sebuah program dengan sistem tertutup. Persoalan akan terungkap lebih jelas, jika dianalisis pula faktor eksternal, terutama faktor organisasi kerja dalam mendayagunakan personil yang telah melalui proses pendidikan dan pelatihan. Di tengah-tengah berbagai sumber kekuatan atau berbagai jenis potensi untuk program yang mengandung potensi untuk menimbulkan perubahan organisasi, maka isu kritisnya adalah seberapa kuat impuls yang bersumber dari peraturan dan program pendidikan dan pelatihan yang mampu berperan sebagai “pemicu” dalam perubahan organisasi atau pencapaian tujuan yang telah ditetapkan.
2. ANALISIS SWOT DALAM PENGEMBANGAN SUMBER DAYA MANUSIA .
Dalam pengembangan SDM banyak faktor yang mempengaruhi terhadap keberhasilan maupun kegagalan dalam meningkatkan kinerja organisasi. Berbagai analisis yang digunakan dimaksudkan untuk melakukan telaah terhadap berbagai situasi atau keadaan lingkungan baik lingkungan internal maupun eksternal.
Salah satu instrumen penting mengantisiapsi situasi dan kondisi perlu menggunakan analisis SWOT seperti yang ditegaskan oleh Hunger dan Wheelen, “The factor are most importance to the corporation’s future are refered to as strategic factors and summarized with the acronym S.W.O.T, standing for Strength, Weaknesses, Oppotunities, and Threats (Hunger dan Wheelen,
1993:12). Analisis SWOT mengembangkan strength (kekuatan), weaknesses (kelemahan), oppotunities (kesempatan), dan threats (ancaman). Pendekatan ini berusaha mengembangkan kekuatankekuatan dan kelemahan-kelemahan internal organisasi (Looking In), dengan memperhatikan kesempatan-kesempatan dan ancamanancaman yang ada dari lingkungan eksternal (Looking Out).
Dalam makalah ini dibicarakan khusus yang berkenaan dengan Sumber Daya Manusia di Lingkungan Pemerintahan. Komponen tersebut akan dibahas berikut ini satu per satu.
1. Kekuatan ( Strength )
Faktor yang menjadi kekuatan dalam pengembangan dan pembinaan SDM adalah setiap kebijakan yang diputuskan pemerintah baik dalam bentuk Program Pembanguan Jangka Menengah Nasional , maupun UU dan Peraturan Pemerintah yang dikeluarkan oleh Menteri Pendayagunaan Aparatur Negara sebagai pedoman bagi pada pelaksana di lapangan .
