Human resource management continues to change as the nature of business changes. 20 years ago in the military, the primary focus was the accurate on time preparation of paperwork to include, evaluation reports, awards and orders to requisition and transfer equipment. There was a huge focus in the area of personnel management, which was mostly left to small team at local level. The following information taken from the Office of Personnel Management website, www.opm.gov, provides a plan for Department of Defense Employees:
An administrative furlough is a planned event by an agency, which is designed to absorb reductions, necessitated by downsizing, reduced funding, lack of work, or any budget situation other than a lapse in appropriations. Furloughs that would potentially result from sequestration would generally be considered administrative furloughs.
A shutdown furlough (also called an emergency furlough) occurs when there is a lapse in appropriations, and can occur at the beginning of a fiscal year, if no funds have been appropriated for that year, or upon expiration of a continuing resolution, if a new continuing resolution or appropriations law is not passed. In a shutdown furlough, an affected agency would have to shut down any activities funded by annual appropriations that are not accepted by law. Typically, an agency will have very little to no lead-time to plan and implement a shutdown furlough.
The furlough was only a precursor to the bigger issue of the military’s need to downsize. Downsizing has been a pervasive managerial practice for the past three decades. During an economic downturn a firm must carefully consider its options and assess the feasibility and applicability of cost-reduction alternatives before deciding on layoffs. According to Vernon (2003), the first stage of the cost-reduction framework represents short-range cost adjustments in response to a short, temporary decline in business activities. According to Vernon (2003), the second stage of the cost-reduction framework constitutes medium-term cost adjustments in response to a business downturn exceeding six months. According to Vernon (2003), the third stage of the cost-reduction framework represents long-term adjustments which are necessary if a firm experiences a prolonged business downturn exceeding 12 months and beyond.
To accomplish this, human resource command has began implementing what is known as quality management program. This program is design to “trim the fat” out of the military should Soldiers not complete certain levels of training requirements, maintain standards of appearance for career progression. To allow all Soldiers the opportunity for career progression, the Army has the career management program. The career management program is an important tool for an organization that is downsizing. One of the main methods being used under this program to downsize is The Army Body Composition Program Army Regulation 600-9 state that Soldiers must maintain a high level of physical readiness in order to meet mission requirements. Body composition is one indicator of physical readiness that is associated with an individual’s fitness, endurance, and overall health.
