WHO, 2015, defines health promotion as enabling the public to take control over their health by focusing on individual, social and environmental interventions. Alcohol misuse costs the NHS an estimated £3.5bn a year (public health England, 2014) due to alcohol related disease and accidents. Further costs are felt within all public services as alcohol plays a key role in crime and disorder, homelessness, teenage pregnancy and workplace productivity. Therefore health promoters in Nottingham and across the UK focus on changing negative drinking behaviour and the attitude towards it.

Nationally, the Department of Health is responsible for leading and funding health and care in England. With 1 in 4 adults regularly drinking above the daily recommended limitCITE, the department of health, alongside the NHS, has initiated various schemes and policies aiming to decrease the misuse of alcohol, such as introducing recommended daily unit limits for men and women. One campaign that has already proven to be successful and is now being endorsed by Public Health England is Dry January. Following the traditional indulgence of the Christmas period, the scheme encourages and supports individuals to rethink and discuss their drinking behaviour by abstaining from alcohol for the month of January. Demonstrated by a 400% increase in participation from 2013 to 2014 (Alcohol Concern, 2015), using the beginning of the new year to promote a fresh start utilises people's willingness to make new year resolutions. By signing up to Dry January participants are offered advice, incentives and consistent support. Across Britain casual alcohol consumption is considered a social and cultural norm. A study carried out by the University of SussexCITE found that people easily caved to the peer pressure of drinking and found it difficult to abstain. However, after completion of Dry January people felt more confident to refuse alcohol in social settings due to the collective support offered on both social media and on the campaign's website. This support also meant that participants were more likely to continue to rethink and reduce their alcohol consumption throughout the year.CITE

However, of the 17,231 people that signed up in 2014 only 56% completed the whole 31 days without alcoholCITE. Drinkers were grouped into categories based on drinking habits before participating; low risk, increasing risk, high risk, and possible dependency. Although benefits were felt across all risk categories, least noticeable results were found within the higher risks groups, leading to criticisms of the impact of the campaign lacking within the group where it is needed most. Equally, a liver specialist CITEhas stated that one month is not long enough to reduce any long term damage done by excessive consumption and Dr Christian Jessen CITEnotes that many people end up over indulging in February, undoing any benefits. It is highly recommended that a general reduction in alcohol is needed to feel any real effects.

The Department of Health funds health and well being boards set up to improve the effectiveness of local governments' delivery of health and social care services. Established in 2013 in all higher tier local authorities, the health and well being boards aim to target local problem areas and reduce health issues specific to their areas.
