History
The chronological development of the DIMHRS BFM, Version 1.3 follows:

October 1992: OUSD(P&R) began an analysis of source data collection system functionality. The following systems were analyzed: BLMPS/PC-III (Air Force); SIDPERS-3 and RCAS (Army); MCTFS (Marine Corps); and RSTARS (MP) and SDS (Navy).

June 1993: The results of this analysis were released to the Services for review. Based on Service input, Change 1 – Source Data Collection Report (SDC) was released in September 1993.

May 1995: The SDC Report, updated to include headquarters functionality, was released for Service review. Based on Service input, the Military Personnel Management Functional Requirements ...view middle of the document...

The following process was added: F6141.11 Issue Unit Controlled Cards.

February 1999: The Draft DIMHRS BFM, Version 1.2 was released for Joint Integration Group comment and coordination. The Draft BFM, Version 1.2 incorporated the Service Component and DFAS updates to the Draft BFM, Version 1.1 and the June 1998 updates to the FP&A.

July 1999: The Draft Military Personnel and Pay Management Enterprise Function, Process, and Activity (FP&A) Report was updated following analysis of submitted changes.

July 1999: The DIMHRS BFM, Version 1.3 was updated following analysis of submitted changes.

October 1999: The Draft Military Personnel and Pay Management Enterprise Function, Process, and Activity (FP&A) Report was released. Changes reflect Service and DFAS comments to draft versions of the BFM, as well as updates from the ongoing requirements definition process. The following processes were added: F332.04 Manage In-Theater Overage Personnel, F334.08 Manage Member’s Geographic Location (GEOLOC) Information, and F6112.07 Manage Reviews of a Member’s Official Personnel Information.

October 1999: The DIMHRS BFM, Version 1.3 was released. It includes the Service Component and DFAS updates to the Draft BFM, Version 1.2 and the October 1999 FP&A updates.

March 2001: The PeopleSoft product was selected through full and open competition as the Commercial Off-The Shelf (COTS) basis for DIMHRS (Pers/Pay).

October 2006: Secretary of the Navy directed to prepare a report on the Marine Corp Total Force System (MCTFS), including an analysis of alternatives to MCTFS, which compared the costs of deploying and operating MCTFS within the Navy and the cost of including Navy in the Defense Integrated Military Human Resource System (DIMHRS) development.
