An ideal health system responds to a population’s needs and expectations by improving the health status of individuals, families and communities, defending the population against what threatens its health, protecting people against the financial consequences of ill-health, providing equitable access to health care centers and making it possible for people to participate in decisions affecting their health and health system.

Taking as a reference the Norwegian Health System every person residing in the country is entitled to publicly funded health-care services. Everybody, regardless of citizenship or residency status, has access to acute emergency care. Pregnant women and children also receive access to immunization and primary healthcare, regardless of their citizenship and residency status. An improvement to this coverage would be adding a model of financed dental care, which is not included in most of the Health Systems around the world and generates high costs to the population.
Access to health care for all in need is considered a basic social right and assuring universal and equitable access to health care is seen as an important health policy aim.
