Google had not to offer such services as a measure to avoid providing the Chinese authorities with Chinese users’ personal information. On the other hand, for those who want to use services such as Gmail, they can access it through the google.com even though its performance is not as satisfactory to the Chinese users.
According to the Washington Post, Google.cn had a almost one - third of the market share in the country in 2009, however according to recent statistics in 2011 posted by financial times and technology news china, that google’s market share fell from 35.6% to 19.2% loosing to its biggest competitor the N.O 1 search engine in china Baidu.

The article highlights several points; it first started with Google’s plans for google.cn and a Chinese scientist celebrity Kai-Fu Lee who approached Google to discuss with them about their opening in china, then he was realized by Google as the person who could accelerate its plans to make a mark in china and offered him a deal worth $13 million including $2.5 million signing bonus which was accepted later by Kai-Fu Lee.
It then talked about Google’s negotiations and disputes with the Chinese government to obtain a license to operate in china, and to fully comply with the Chinese rules and regulations, Google did not offer some of its key features in google.cn, such as Gmail, Blogger, Picasa and in addition to that other services had to be significantly altered so that the firm’s policy does not conflict with the Chinese government in case they demand users’ data to be handed over.
It also mentioned how Chinese employees took a while to adjust to Google’s style and policy, and how they felt that were being treated as second-class employees because they were required to innovate on Google’s existing products and create exciting new ones, just like other Google’s engineers around the world, however they were not giving access to the production code comparing to those other engineers around the world. It also mentioned how two of its employees were sacked when implementing Chinese business culture that actually conflicted with the company’s policy and codes of ethics.
At the last part of the article, Steven Levy the author, talked about some aspects of the search engine’s including performance and security matters. As Google developed queries which provides result suggestions when users type just few characters or words, those queries offered suggestions related to sexual matters, and displayed raw nudity and explicit pornography which made Chinese officials unhappy and very disappointed. What's more, is that Google’s monitoring system had detected a break-in of Google’s computer system and some of the company’s most precious intellectual property had been stolen. Finally after such problems, disputes with the government and service delivery failure, Google decides not to carry censorship for the Chinese government.
