As the new administration occupies their positions, they are undoubtedly faced with a litany of issues and challenges to address. Force Management has got to be at the top of the list. Force Management is the all inclusive term that describes the processes used to determine force requirements, allocate resources and assess utilization of resources. It includes force, doctrine, training, organizational and material development. The most important force management challenge facing a new administration in 2009 is “doctrine development” with a major emphasis on counterinsurgency.

Counterinsurgency is those military, paramilitary, political, economic, psychological, and civic actions taken by a government to defeat insurgency. It is an offensive approach involving all elements of national power. At the strategic and operational levels of war, our new administration will have to deal with planning, intelligence development and analysis and infrastructure development. Insurgents use a combination of actions that include terror, assassination, kidnapping, murder, guerrilla tactics such as ambushes, booby traps, and improvised explosive devices aimed at US and multinational forces, the host country’s leaders and ordinary citizens.[iii] Army forces help Host Nation (HN) police, paramilitary, and military forces perform counterinsurgency, area security or local security operations. US policymakers determine the scope of military participation based on US interests and the desires of the Host Nation. The US forces engage in combat only when absolutely necessary, i.e. provide security while a new government is established. A long term US combat role may undermine the legitimacy of the HN government and risks converting the conflict into a US-only war. That combat role can also further alienate cultures that are hostile to the US.[iv] The US main priority is to restore peace (stability operations).
Many Soldiers, Marines and Airmen have made the ultimate sacrifice due to insurgency actions. Not only has it affected the US, but, insurgency operations have devastated some other countries who are incapable of fighting back. We have used governmental and non-governmental agencies along with military forces to prevent insurgency operations. Insurgency operations are here to stay.
