P Managers occupy the middle position of the organisation where they maintain its superstructure and shape the behavior of the ones within it (Chapman, 2001). Therefore, to understand more about what managers do, interview with two managers has been set up. The first manager interviewed in this Task is Mr. L in Company A which is a large private organisation being the leading insurance marketing firm with headquarters in Canada. As director of marketing, Mr. L operates at top level management where he specialised in direct distribution specialist providing consulting. He is now working on a Mass Rapid Transit (MRT) project which he had to plan the budget and deadline and submit it to the government department.
The planning function is closely linked to technical skills, proposed by Katz (1974). Technical skills are the knowledge and techniques needed by the managers to perform specific tasks (Peterson & Van Fleet, 2004). Mr. L rated technical skills as ‘4’. This is because as a top level manager, he needs to have broad knowledge to analyse social demographics to understand more on the viability of the consumer markets. For middle level manager like Mr. K, he also rated technical skills as ‘5’. This is because he is in charge of the construction of MRT which involves the knowledge of engineering. He needs to determine the whereabouts of underground sewages and telephone lines before embedding the reinforced concrete for construction purposes. Therefore, it can be seen that, with application of technical skills in each field, both Mr. L and Mr. K can successfully plan in depth for their ongoing projects.

The next Fayol’s function is organising. This organising function is the most important of all functions because it is the act of determining what, who and how it is done. (Lamond, 2004) Mr. L rated it as ‘5’ which proves the previous studies stating that organising function stands out more than planning function. Mr. L stated that he needs to acquire partnership with other insurance companies to implement the business plans. To do that, he recruits teams of telemarketing specialists and client manager to execute plans on the ground and manage clients. He provides strategic directions in the process to enhance results. For Mr. K, he rated organising function as ‘4’. He assigned teams of senior managers and construction managers to site engineers for the construction projects and relocate the underground telekom lines. He himself acts as a quantity surveyor which concerns the ongoing construction costs and contracts with sub-contractors. From these interviews, it shows that both managers have high priority for this organising function.
Leading function is also crucial for managers to motivate, lead and any other actions involved in dealing with people (Smith & Boyns, 2005). In the first interview, Mr. L rated it as ‘4’ which appeared that Mr. L is responsible in motivating the subordinates to accomplish organisational goals. Since Company A is multinational, he adapts best foreign practices into local culture to create a positive conducive working environment. Specialised training is given to his teams to improve skills locally and internationally and there are attractive remunerations packages available. For Mr. K, he rated it ‘4’ as well as he provides training for the workers two to three times per year. Bonus also will be given out to onsite and office employees. He will also offer further incentive if the projects are done by deadline by earlier.
