Domestic emergencies civil defense emergency a disaster situation resulting from
devastation created by an enemy attack and requiring emergency operations during and following that attack. Emergencies affecting the public welfare and occurring within the fifty United States states, the District of Columbia, the Commonwealth of Puerto Rico, U.S. possessions and territories, or any political subdivision thereof, as a result of enemy attack, insurrection, civil disturbance, earthquake, fire, flood, or other public disasters or equivalent emergencies that endanger life and property or disrupt the usual process of government.

Emergency Alert System
The Emergency Alert System (EAS) is a national public warning system that requires TV and radio broadcasters, cable television systems, wireless cable systems, satellite digital audio radio service (SDARS) providers, direct broadcast satellite (DBS) service providers and wire line video service providers to offer to the President the communications capability to address the American public during a national emergency( Emergency Alert System Nationwide Test, 2012).
According to the Department of Homeland Security mission statement, the department
has five main types of responsibilities. These include guarding against terrorism, securing America's borders, enforcing immigration laws, improving their readiness for response to and recovery from disasters and maturing and unifying the department (What Is the Purpose of the

Homeland Security Strategic Plan for the fiscal year 2008-2013, the main vision of the
department is to create "a secure America, a confident public, and a strong and resilient
