1.3.2 The Performance-Based Bonus (PBB), which is a top-up bonus to be given to personnel of bureaus or delivery units in accordance with their contribution to the accomplishment of their Department's overall targets and commitments.
Purpose This Circular is issued to prescribe the guidelines on the grant of the PEl for FY
Coverage The following are covered by this Circular: 3.1 Civilian government employees occupying regular, contractual, or casual positions; appointive or elective; rendering services on a full-time or parttime basis; 3.1.1 Contractual and casual personnel having an employee-employer relationship are those whose compensation are charged to the lump sum appropriation under Personnel Services; or those occupying positions in the DBM-approved contractual staffing pattern of the agencies concerned.
Military personnel of the Armed Forces of the Philippines, Department of .National Defense; and uniformed personnel of the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail Management and Penology under the Department of the Interior and Local Government; Philippine Coast Guard; and National Mapping and Resource Information Authority, and, Local government employees.
Exclusions The following are excluded from the coverage of this Circular: 4.1 Those hired without employer-employee relationships and paid from nonPersonnel Services appropriations/budgets, as follows: 4.1.1 Consultants and experts hired to perform specific activities or services with expected outputs; Laborers hired through job contracts (pakyaw) and those paid on . piecework basis; Student laborers and apprentices; and Individuals and groups whose services are engaged through job orders, contracts of service, or others similarly situated.
Grant of the PEl to Employees in the Executive Branch 5.1 Civilian employees in national government Branch, including those in GOCCs covered "Compensation and Position Classification which remain under the jurisdiction of the personnei, shall be entitled to the one-time amount of P5,000.00 each. agencies (NGAs) in the Executive by Republic Act (RA) No. 6758, Act of 1989," as amended, and DBM, and military and uniformed PEl for FY 2014 at the maximum
The grant of the PEl shall be subject to the following guidelines: 5.2.1 5.2.2
The employees are still in the service as of October 31, 2014. The employees have rendered at least a total or an aggregate of four (4) months of at least satisfactory service for the year, including leaves of absence with pay, to be entitled to the full amount of the PEL Those who have rendered less than the total or aggregate of four (4) months of service shall be entitied to pro-rated PEI, as follows:
Length of Service 3 months to less than 4 months 2 months to less than 3 months 1 month to less than 2 months Less than 1 month
