1. State the administrative agency which controls the regulation. Explain why this agency and your proposed regulation interests you (briefly). Will this proposed regulation affect you or the business in which you are working? If so, how?
The regulation I have decided to follow is governed by the U.S. Fish and Wildlife Service. As an avid animal lover, I am very interested in the regulations proposed by the U.S. Fish and Wildlife Services. I am in favor of the proposed regulation change to include all chimpanzees on the endangered species list. It is important that we protect our wildlife both in the wild and in captivity. While I recognize that laboratory testing is needed, there should be protection for endangered species so that future generations may enjoy their existence. Through my comment, I hope I encourage the Fish and Wildlife Services to continue to speak on behalf for those who do not have a voice. I hope to encourage others to speak out for what is right and for what we must do to protect the Earth and it’s creatures for future generations.
A voice for the animals is crucial as more and more animals are becoming extinct through human interventions. As man continues to grow and evolve, many of these animals are being pushed out of their natural habitat. Humans share 98% of our DNA with chimpanzees. There is so much we can learn from primates, including chimpanzees that it would be a vast injustice to future generations for their existence to be eliminated. There are just over 1,000 chimps left in the laboratories. We must act diligently to preserve the wildlife and their ecosystem. I feel overwhelming passionate that there is an overwhelming amount of evidence that these chimpanzees need this rule to be passed to protect their existence. There is no need for another chimpanzee to die at the hand of man.

The open comment period is open for a minimum of 30 days. The public is able to make comments during this open period. After the comment period closes, the document will be submitted to the Federal Register for additional comments during a 30 day period. The participants during the open comment period are entitled to challenge the validity of the proposed rules. The participant must be able to challenge the rule on one of the five legal theories presented below.
B. If the proposal passes, identify and explain the five legal theories you could use in an attempt to have (any) administrative regulation declared invalid and overturned in court.
