The subject solicitation for support to the US Army Corps of Engineers is for a single award task order contract (SATOC), requiring a wide range of professional services in the areas of restoration, conservation, compliance, prevention, technology, sustainability, energy and scientific studies. This SATOC contract is limited to $100 million (including options) as stated in Section 843 of the National Defense Authorization Act.
To award this contract to a sole source or to a company using other than full competition , it must meet the criteria in FAR 6.303-2 .

b. Make or Buy Decisions. Given a summary of the actions taken by a federal agency, determine if the agency has satisfied the requirements in deciding to "make or buy" the items/services they require. Cite the relevant FAR/federal guidelines in your conclusions.
The US Army Corps of Engineers, in requiring to seek a contract to provide the broad range of functional environmental management support for their Norfolk district, have satisfied the requirements to “buy” these services rather than to provide them with their own internal manpower. The mission of the U.S. Army Corps of Engineers (USACE) is to provide vital public engineering services in peace and war to strengthen the United States’ security, energize the economy, and reduce risks from disasters. This mission is broad and the areas covered are the boundaries of the United States and its territories. It will be advantageous physically and economically for the USACE to outsources some of its non-routine, mostly temporary mission requirements. The requirements of this contract comes from the need to develop a capability and to improve an existing capability. Although the USACE are likely to have the manpower resources within their organization, deploying these highly specialize employees to just one location, could strain the overall mission of the USACE. Further more the contract requirements in this particular case is directly related to the mission and capabilities of the USACE.
The guidelines for the decision to solicit this contract are covered in FAR part 37.104d. Among them are:
1. The performance of the contract must be on site (USACE Norfolk District),
2 . Principal tools and equipment furnished by the Government.
