Isinilang si Garcia noong Nobyembre 4, 1896 sa bayan ng Talibon, Bohol. Ang kaniyang mga magulang ay sina Policronio Garcia at Ambrosia Polistico. Nag-aral siya sa Pamantasang Silliman sa Lungsod ng Dumaguete, at kinalaunan nagtapos din siya ng abogasya sa Philippine Law School noong 1922 sa Maynila. Naging abogado at guro, pinasok niya ang politika noong 1926 bilang mambabatas na kaanib sa Kapulungan ng mga Kinatawan at naglingkod hanggang 1932. Nagsilbi si Garcia bilang gobernador ng Bohol mula 1932 hanggang 1942, at naging miyembro siya ng Senado mula 1942 hanggang 1953.

Noong 1953 si Garcia ay nanombrahan bilang Pangalawang Pangulo na kabilang sa Tiket Nasyonalista na pinangunguluhan ni Ramon Magsaysay, na dating bumuo at namuno sa isang pwersang gerilyang lumaban sa pananakop ng mga Hapones. Nakamit nila ang mapagpasyang tagumpay, at noong 1954, si Garcia ay naging bise presidente at Kalihim ng Ugnayang Panlabas.
