The Problem and Its Scope
Alcohol has been cited as the drug of choice among the youth (National Institute on Alcohol Abuse and Alcoholism (NIAAA), 2006). It is prevalent, enduring, and rampant across the majority of the different realms worldwide. Underage drinking is when anyone under the minimum legal drinking age drinks alcohol. Aside from being illegal, it is a widespread public health problem that poses much risk attracting many developing adolescents and teens.

It is estimated that five million Filipinos drink on a fairly regularly basis – it is believed that 39.9 percent of the population drink on an irregular basis.
The legal drinking age in the Philippines is 18, but it is estimated that 60 percent of young people will have at least tried alcohol before then (Drug and Abuse Rehab Asia, 2009). Knowing the fact that many young people drink alcohol is a real worry because those individuals who drink at a young age are far more likely to develop alcoholism later in life. They are particularly in danger of problems related to mental and physical health because alcohol interferes with normal growth and development that occurs during adolescence. Moreover, drinking prevents people from performing well in school. This means that the individual may handicap his/her future due to poor academic qualifications.
In connection to these relative and relevant existing issues, the researchers aim to find out the perceived effects of alcohol consumption among underage drinkers in some aspects of their lives. It aims to provide awareness to the youth with regards to underage alcohol consumption in order for them to be more responsible with their actions. Moreover, this research hopes to give them enlightenment and clarification regarding alcohol consumption. Thus, misuse and abuse will be prevented.
Rationale of the Study
Alcohol has been consumed since ancient times. Throughout history, the drinking of alcoholic beverages has played an important role in social and cultural events in many societies. Social norms and values have always surrounded the use of alcoholic beverages. However, not only the adults drink alcohol but minors too. Thus, alcohol consumption among underage drinkers is really a persistent problem of the society.
Davao City Vice Mayor Rodrigo Duterte said that he supports the House Bill 5101, otherwise known as "Anti-Underage Drinking Act of 2011," filed by Camarines Sur Representative Diosdado "Dato" Macapagal Arroyo and co-authored by Pampanga lawmaker Gloria Macapagal Arroyo. This bill seeks to prohibit minors from drinking alcohol and penalizes those who provide them easy access to such products (Sun Star Davao, 2011).This bill focuses on reducing the harmful use of alcohol, in particular its impact on public health and welfare. It has been developed on the basis of a review of the literature on alcohol- related harm, experience from countries and areas within and outside the region, and consultations with technical experts and other stakeholders, such as nongovernmental organizations and the alcohol beverages industry.
There have been many existing studies regarding alcohol consumption among underage drinkers.
